my clients would like to generate webforms on the fly.... a simple generator where you can assign form field names and lables. and the form becomes a "form block" which can be easily inserted anywhere in the site.....

Yes, we have to make all kinds of changes to php forms in order to make them work for us - it's very frustrating and time consuming.
