So why is it that on a multi-site setup, you can only turn off the site_id=1? Why don't they either all have the option to turn off? (at once or individually).
Seems a little odd?

Actually when you make "site offline" on the primary site it works for all multisites. It was done this way so you can turn off all sites simultaneously and we are really not sure if it is more convenient to turn off every site one by one when you need, for example to do some upgrade routine.

I would like the ability to turn off each site independently or all globally. Both have value.
