How can I add a block to the User Login Page. That page is not listed in the CMS Settings.

Unless I misunderstand the page you mean, in the CMS edit the 'Login Details' page in 'User Pages' section.

Thanks for pointing me in the right direction. I was looking for a user login page and not the login details which is actually the user_login page.
