I have created a custom header block that I want to use as the navigational structure for my site. Do I add this block (html code) in the Header.html file or create a custom block within the custom block section of the admin panel. If so, I can't seem to get this block to display in the header section of the website.

Generally, adding anything into the header is possible mainly through editing header.html or through modification of PHP scripts. You can try HTML or contact us for customization.
