I want to setup my shopping cart, but how do i configure the shopping cart to add $5 for US and $10 for countries outside US, I need directions please.

Please pay attention to 2 lists of countries in the bottom of the Edit Shipping Type page.
Usually in such a case you have to create 2 Shipping Types: one for US with Shipping Cost of $5 and another for all other countries in the list except US with Shipping Cost of $10.
