In Personal Details - how do I change the state to county ??
 
I would have thought this would have been automatic by changing the default country

I am sure it can be done somewhere in Admin.
I edit the file and ftp it when done.
/messages/en/messages.php
- line 367 - change "State" to "County"

At present, it is possible to choose only US states. If your users are from UK only you can edit US states to UK counties via the Admin console.
 
After doing this you should also replace the following static messages:
define("SELECT_STATE_MSG", "Non US");
define("STATE_FIELD", "State (for US only)");
 
to something like Counties.
