I have the same problem since 3.4.x versions.
I want prices displayed with and without tax.
 
I define my default country to France
I create a new tax by default (country: France, base tax: 19.60%)
I define Euro as default currency
And in products settings, ask for a prices type to: "Prices incl tax" and for display prices : "price incl tax(Price excl tax)"
 
The tax seems not to be integrated.
 
The include and exclude prices are always the same (the one entered in product general informations), in product list, product details, shopping cart...
 
Surely stupid, but I don't find.

Sorry, but for me it's the same.
 
I have tried different combinations for the 'prices type' and the 'display prices' and nothing new.

I fight with some problems, but after upgrade all price combinations are working fine and solved this quandary me.

It's a cookie problem.
 
I'm working mainly with Firefox, but I check my sites on another browsers.
When I tried to display the site with Opera, big surprise, the prices were correctly displayed, with IE too.
 
I tried with Firefox but on another PC and second surprise, the prices were rightly displayed.
 
After a Firefox settings quick check, I have found that on my main PC the cookies are kept until their expiration
and on the second one they are destructed when Firefox close.
 
I changed this setting on my main PC and cleaned the cookies and the prices are correctly displayed now.
 
Happy to have found but a little bit worry, are the updated prices correctly displayed to customer using these settings ?

I use Firefox too. In my opinion if your customers visit your page and use Firefox with NoScript extension that:
-prices displayed correctly but
-if you don't allow your site in this Extension, than can't
add any product to Basket.
(Jump ower the ../basket.php and laning on ../cart - an full empty screen unfortunatelly)
