Were behind in orders due to volume... and would like to be able to mass email those user's...
Is it possible ?
We would rather be honest that we have recieved above average order's, and additional time is requriered to package and ship...

use the "newsletter" tool. You can send to "all registered users" or even those that have recently made purchases.

The editing of the e-mail looks limited can it be sent as an html e-mail by adding code in box or is it just text?

Does yours not have the choice?
You should be able to select to send html - perhaps you need to select in Global Settings:
Administrator HTML Editor [ ] WYSIWYG HTML Editor [ ] Textarea Editor
