We sell software and our software is sold by user count in both single seats and count ranges. All seats require a purchase of support and maintenance for the 1st year, at the time of purchase, based on 20% of the purchased seat count with a minimum of 5 seats of maintenance.
 
I am looking for some suggestions on how to configure the following scenario in the product options or sub-components:
 
Product A
1 seat = 100.00 ea .............. m/s = 80.00
2 seats = 200.00 ................. m/s = 80.00
3 seats = 300.00 ................. m/s = 80.00
4-5 seats = 400.00 .............. m/s = 80.00
6-10 seats = 750.00 ............ m/s = 150.00
11-25 seats = 1000.00 ........ m/s = 200.00
 
I have configured this in options so that Product A has no price and the selection of the seat count dictates the final price in the cart.
 
Questions:
1) Do I use options or subcomponents for the M/S portion?
 
2) How do I configure this so that the buyer can not purchase 25 seats of licenses and then select the 5 seat M/S part?
 
The options allow me to set the price, of the option, as a percentage of the Product A price, but not provide for "If this option in 1 ....Then that in option 2, else...."
 
Subcomponents does not provide for percentage of price ability on Product A (its parent), and if I create a separate product, for M/S and include options for percentage, then it is not calculated on the selected seat count of Product A, but on its own Price.
 
I know some of you have already worked through this, so I come here asking for the benefit of your experience and wisdom. I have tried working through this several ways and can't seem to get the right combination of settings or configuration.
 
The manual on this site does not really address anything close to this. At least not that I have found.
 
Any ideas? Recommendations?

Update -
It appears that the use of the percentage pricing box, in options, does not calculate the percentage entered; even for the Product A.
 
I tested this by creating an separate option, for Product A, that used the "Parent" seat count, with use of "20" in the percentage box.
 
I then selected 1 of the seat selections to trigger the box to show. The second option shows, once the proper selection is made; but no price shows at all. I added it to the cart anyway.
 
Next I went to check out and while viewing the cart, it displays the product but not the additional cost for M/S option. I went to the check out page and now there is nothing in the cart, not even the Primary product.
