How can I add , menu with custom Link, which will open in New window. Pls help.

Administration > Layouts > xxxx > Site Navigation > Edit Menu Item
 
a "_blank" in the target field should open a new window (never tested it)

The above listed solution will work for menu items, but not for links in your pages.
 
My experience, with this, using the html editor to insert links that are configured to use a target of "_blank" to open a new window for the link has never opened a new window.
 
It has always just opened in directly in the same window. When I have viewed the source of the html files of the site, it is always missing the "_blank" piece.
 
But I may not being using the software correctly, because it does not have an WYSIWYG editor that allows for the editing of those links. You just have to reset a new one each and every time and pray.
 
Every one I have inserted does not work as I had expected.

In VA 3.5+ put "_new" with the quotes in the "Target" field in Administration > Layouts > Site Navigation > Edit Header
