This would be specified in you .css file.
 
Either under your header, or your maincell you have margin set to a value, and the header should have
 
margin-bottom: 0px;
 
and your main cell should have
 
margin-top: 0px;

Also, block names can be changed via: http://www.yourdomain.com/admin/admin_messages.php
 
If it's a custom block, then you can do it via the custom block editor page.
