Does anybody know, if the viart licence is portable?
meaning if i close one domain name and set up a new one, can i move and use the same license on the new domain ?

Yes, a license is portable, that means that if you need to change the domain name you can contact our support team and we'll deactivate the old domain so you can activate a new one.
